IIRC, this is one of those things that is cured by re-running the Exchange Performance Optimizer. You probably never did this after applying SP4.

Subject: Can't move >1 message w/ attachment at a time in Outlook? Exchange 5.5 SP4 I have several users who recently have reported that while trying to organize or clean out their mailbox they can not move multiple messages between folders. I have confirmed the problem which seems to be following only messages with attachments. Messages without attachments can be moves fine. Messages with attachments can only be moved one at a time. If you try to move 2 or more, it give you a general message that it failed. I also tried moving them by archiving them, and the archive failed as well. The size of the attachment does not matter because it fails even with a very small attachment. Has anyone else experienced this? Any ideas what could be causing this? I feel since I have gotten a hand full of similar calls, it is a server related problem. Is this typical of a corrupted database or inconsistant database? Could my virus scanning software be stopping the moves, trying to scan the attachments? - I have been using Groupshield for years and I never had this problem before. - I am also following up with NAI on this. Any help is appreciated!
