Just out of curiosity, what is considered 'reasonable' for something small
like this?  <$100? <$500? <$1000? <$5000? $5000+?

Never have had ANY dealing with contract programming, so I'm totally
clueless.

Well, 'read' messages are an interesting thing in PFs, because read/unread
status is technically maintained on a per user basis. However it's possible
to move a message once it's been opened. You might check out www.cdolive.com
for some code samples or if you need a developer to do the work, I can point
you to several talented souls who could whip something up for you in short
order at quite reasonable rates.
