When your server makes a connection, it sends the entire command and carriage return (that is HELO<CR>) in a single packet. When you make a connection via Telnet and start keying in the command, the other server receives each keystroke in a different packet.
It seems like the receiving server assumes that all commands must be contained within a single packet. I don't know if that's how Merak server is supposed to work or if they put some kind of restriction in there for a false sense of security.
