If you're having the time you can open the *.bad files and change the
TO:-address to your own email address. Then rename the *.bad files to *.msg
(*.eml, or...) and put them to the pickup folder.

One occasion I know when mails are going to the badmail folder:
The SMTP service is up but the Store Service is down. So no mail can be
delivered to the store. After some retries the administrator error message
(NDR for Admin) including the mail will be stored in the Badmail folder.
I don't know of a tool which could read this messages to allow you to easily
forward selected mails.
Sure, renaming the *.bad file and put them to the pickup folder will forward
this kind of message to the administrator.
