Once you understand what the security model really does and the solutions
vendors could be implementing to not cause the problems you're seeing, I
don't see much shame in the current implementation of Outlook. Sure I'm not
a fan of having to go through an extra step to access  certain files, but
I'm also not a fan of the average users ability to exercise discretion when
it comes to suspicious attachments.
