It's not just picky.  Deleted item recovery works for all deleted
objects from all folders.  You have to apply the registry hack to
Outlook to be able to see deleted objects from all folders with Outlook.
This is very different from what you said.  Had you known the facts, you
could still have recovered the item by applying the registry hack.

That's not entirely accurate. A hard delete simply marks it as deleted,
without moving it to the Deleted Items folder. Exchange doesn't care how
its deleted, it simply marks it as deleted and moves on, cleaning it up
later.

You do, however, have to enable the DumpsterAlwaysOn reghack as outlined
in Technet to be able to recover it.
