I got this from a person on another list:

You will need to modify the Mapisvc.inf file under C:\Program Files\Common
Files\System\Mapi\1033.  You do not need to modify the file under the
c:\winnt\system32 directory.  I removed all lines that had the words personal
folders in it. Close Outlook and from that point the Outlook client can not
create any new personal folders.
