This doesnt affect existing personal folders or prevent someone from changing the delivery point to an existing pst though does it?

You do not need to modify the file under the c:\winnt\system32 directory. I removed all lines that had the words personal folders in it. Close Outlook and from that point the Outlook client can not create any new personal folders.
