If you are not to sensitive about the format, it may be easier to do it in two parts. I'm sure you have an SMTP mailer daemon available, if not laying around, certainly IBM can get you one. Send first to a mailbox on a good messaging system that has a rules engine. Then auto forward to a fax address. It adds a step, but greatly simplifies the problem.
