Is it reverting to whatever was the original Primary SMTP address (before you ever added the secondary)?

Everyone's "Primary" SMTP addresses change to another SMTP address listed for each user. We have setup 2 SMTP addresses for users when we create accounts. Something in the Recipient Policy keeps changing it to be the second of the 2 SMTP addresses. Everytime I make a change it changes it back. I don't see anything in the "Default" Recipient Policy that would suggest making the second SMTP address the primary address. Has anyone had this happen before? And if so how did you resolve the problem?
