It is recommended to use 2nd tier time servers. Q262680 explains
the difference. Also the time difference allowed before problems pop up is
5 minutes.

net time /setsntp:tick.usno.navy.mil
or
net time /setsntp:tock.usno.navy.mil
Other sources are available as well. If you have an internal NTP server,
you can use it instead. This is necessary only only on the PDC Emulator
domain controller in the root domain for the forest, and only once.

I believe that you get this because your 2000 servers are looking for a time
source. There are solutions to this on MS's KB
