I can finally offer a suggestion!

I had an issue a few weeks back in which I was getting the same error.

PSS told me to run outlook from the dos prompt with /cleanviews switch and
it worked like a champ.

In my organisation, they use an awful lot of public folders. One person
can see all the folders, but when he tries to open some of them, he gets
the message 'unable to open folder'. The other folders have no
problems.Nor does anybody else on the network.
