This whitepaper http://www.microsoft.com/serviceproviders/whitepapers/asp_exchange_dev.asp describes how to set up restricted GALs for hosted environments. Perhaps it will help pinpoint where someone has made an inappropriate change in your environment. Or you might look through your change log to see what changes were made in the environment prior to this....
