You can change the permissions using the Exchange Admin program.  At the
top you'll see the public folders object - expand it and find the folder
in question.  On the properties tabs, you'll see the client permissions
button.

I'm running Exchange 5.5. I have a public folder that I'm not sure who
the owner is and i need to change the owner so that I may change the
roles on the folder.  If there isnt a work around, my next step is to
just import the folder again.  Any suggestions??
