Sorry, my message wasn't well written. Still only on my first cup of coffee. Here's what I did:
We already have numerous Exchange servers in our org. We also had ABVs that I couldn't modify as all servers were SP4. When I had a requirement to build a new server and add it to our org I built it to SP3. Then, via the admin console on the SP3 server I added explicit permissions to the ABVs. I then upgraded it to SP4. The problem was sorted. If you don't have any imminent plans to add a new server to your org then maybe do the above procedure with a temporary box of some description. After you've added the permissions you can then uninstall Exchange from the temp box and remove it from your org. There is also another fix which I found on Google that requires you to stop the Exchange services replace a file with one from the SP3 CD, restart the services, add the permissions, then revert to the original file. I wouldn't recommend this on a production server.
