It's a limit on the Mailbox size, not just the Inbox.  At the Outlook client, look at 
the properties of the Mailbox to get a more accurate accounting of the size of the 
Mailbox.

I have a few user who keep getting  (YOU HAVE EXCEEDED THE MAIL LIMITS)
and when i go to their outlook there is hardly no mail there.I looked on
the information store and it reads 21k, but nothing is in thier inbox. I
would appreciate any help you can give.
