Do you perform offline backups, by any chance?

If any job or script has attempted to stop exchange manually, it can get
into a weird state if exchange doesn't obey (it won't always). The job may
proceed (but probably fail) to back it up and restart the services. This
might not work because the exchange services didn't actually shut down, but
the service controller will not always report their correct state. A better
way to check this out is to use the SC.EXE command from the NT4 resource
kit. It gives much more information about a service's actual status.

Also check your process list for any weird cmd.exe or net.exe processes that
may have hung when trying to start/stop exchange services (be careful about
killing them, though)

Subject: Exch 5.5 IS intermittently showing as stopped


We have exch5.5 running with exch SP4 on WINNT4.0 Sp6a.  I have had
anumber of times when from outlook (email seems working fine), however,
when you look at the services on the server, Information store service
seems stopped.  Task Manager shows that STORE.EXE is running.  When you
try to restart IS services it rightly says its already running.  After
sometime the clients will start seeing things like slow outlook response,
hanging etc.

There is nothing logged in the eventviewer.

Does anyone know what may be causing this behaviour ?
