Hi Ed, Not rights issues as other servers can run setups/upgrades.
The problem was that the server was not resolving the short-name for the top-level GC. Reason unknown as all servers have the same DNS settings and other servers resolve schema master happily. Added the short-name to the local Hosts file to workaround.
