I would generally agree with you. However in this day and age, many, many
companies take advantage of mass mailings. The key is to do it correctly and
ethically. The correct way is to use opt-in (preferably double opt-in)
lists. These are ones that people have specifically signed up for.
Out-out is another method, generally frowned upon.
Finally is the lists company just have of their clients that they have
accumulated over time, or have purchased from other companies. These are the
worst, and I would consider anything based on this to be SPAM>

One other issue you should look out for is getting all sorts of nasty emails
back from people who do not want to receive your mass mailings (no matter
how many you send).

mass email = SPAM in my book.
