If all you want to do is make sure the public folders live SOMEWHERE, then you can import the recovered folders to PST and then import them into your production AD.
If you want them to go to their original homes, well, you may have to wrestle with the Exchange 2000 version of Pfadmin. If that's the case, good luck.
