Reapplying the service packs might work. Then again, they might not. It's
worth a shot.

Try a test with an Exchange Client, like it suggests.

We have a user that sent a message with high priority to a distribution
list.  The user set delayed delivery for the message using View/Options/Do
Not deliver before.  According to the message logs and the event logs, the
message was submitted on 8/15/2002 at 11:30 am.  The delayed delivery time
was set for 8/16/2002 at 6:00 pm.  Message tracking on the Exchange server
indicates the message was delivered at 8/16/2002 at 6:00 pm, however the
sender and several members of the distribution list received the message at
8/16/2002 at 9:19 am.  On the received message there is a note that reads:
"This item has been marked to be delivered after Friday, August 16, 2002
6:00 pm."  The sent time on that message indicates 8/15/2002 at 7:16 am.

I have looked at Q248253.  This indicates that if the user sends to a
distribution list using the delayed delivery option, the message may be
delivered early.  The only problem with this is it indicates the error is a
SP3 issue and we have SP4 on all our servers.  Does anybody have any ideas
about this?  Should we reinstall SP4?  The article also indicates using the
Exchange Client to send deferred messages, what is everyone's thoughts on
this?
