In ADUC, make sure the Advanced options are on by clicking View / Advanced features. Then go to the user in question, bring up the property tabs, and you'll see the Exchange Advanced tab. Click the Mailbox Rights tab and add yourself in with full mailbox access. Then you can open this mailbox from your Outlook client.
