What finally got it to work (these quirks are a b!tch the first time around) . ..
Running the version of ExMerge on the Exchange 2000 Server CD worked flawlessly for step 1 in the 2 step process. Then I had to switch back to the older 1.97 version in BORK v4.5 for step 2 to function correctly. Doing it this way worked the first time every time. Who would have thought? I looked this up in MS KB and tried the suggested Priv DS/IS consistency check which completed successfully but still no go. Same error.
