Yes, they are cumulative. One important note however - if you received a special hotfix on top of a certain service pack (say SP2) close to the time before the next SP was released (SP3), that hotfix isn't guaranteed to be in the next SP (SP3 in this case). You should check with the PSS engineer who gave you the hotfix to verify this.
