Duh, I knew it would be something simple. Guess I should've mentioned that I used to have the permission and nobody had made a top level PF for probably a year now (but I was in a rush and frustrated, not the best time to write a good problem description)...
Actually, all the names (of people who are supposed to have the permissions) were missing from that tab. Never thought to check it because, of course, why would my name magically have been removed? Ah well, something a little whacky there, have to keep an eye on it... Thanks again.
