Near term - offer as many options as you can (OWA, broadband, (not Citrix for remoting Outlook, but perhaps offered it for other reasons). Make sure that the users understand their options and that you are working on offering better technologies as they are available.
Ok, long term. There needs to be a notion of both a Java and an Active X component that can be served to browsers via a web portal which sports an Exchange Store gadget (call it whatever makes you happy). The critical missing part is for the equivalent functionalities of both the .OST and .PST to be made available to whatever client comes knocking. If it is a heavy Wintel client, with a heavy browser, then Microsoft should provide a plug-in that simply uses the existing .OST and .PST technologies. If it is a PDA of some sort that is knocking, the existing stores and calendars in the PDA should be used first, and supplemented with an additional file to the extent that the PDA can take one. Microsoft should have done this five years ago, so it is woefully late and very much needed. Final comment, there will always be limits to what you can shove through a slow pipe.
