If it's spam, block the addresses. If it's not, install the language pack.

Illegal being not in the alpha bet a-z , is there a rule one can set on the server or does this has to be on the client application: My users are receiving mails from places with different char i.e. Korea and when the client receives them it halts because it tries to load the correct windows langue setting for it. The e-mail addresses usually have weird char in them. Can some one point me in the correct direction?
