My opinion: this is one of those white-board type questions. 3 free cents: As a high-level process I'd work my way through this issue figuring out what I could rely on based on how things were working before any changes, and at what incremental point during the changes did things begin to break. If you can't easily map that out on a timeline, then you may be in for an expensive resolution.
