That sounds plausible. But: we are using this configuration for about 2 years without any problems.
The server showing this problem was up for 110 days, working fine using this ports. Without any noticable events on that server, it starts failover to port 139. again - 22 other servers in the same site, same domain continued working corretcly. TCP/IP outbound connects, of which there are a number during system booting (for things like authentication connects, etc) all receive ephemeral ports starting at 1024 and going up. I often see ports in the 1300's shortly after restarting machines. My best guess is that the those ports are getting assigned by the IP stack to other connects while Exchange is spooling up, and its hosing itself. We've run with ports in the 3000 range for a few years without issue, however.
