Even with a rule, you can create a mail loop. I am not sure how the Outlook rule 
"stripping" feature is better in combatting loops than plain forwarding.

I'd consider that a feature, and the correct implementation, as that still
allows the administrator to control its ability outside the organization.

Two words: Mail Loop

Allowing off-site forwarding can create mail loops. Check the archives for
information ad infinitum.
