As you can tell from the flavor of the other responses, clearly you have a credentials mismatch situation. That is, the security context that the users have prior to launching Outlook does not match the security context assigned to their inbox. There are lots of ways to generate this condition, several of which have been suggested in other responses.
The surest say to troubleshoot this the next time you see it is to watch your clients log in from start-up or stand-by. I am having one strange issue though. When a few users open their Outlook 2002 client, they are prompted for their password. They are all on the same domain so they shouldn't be prompted at all. Each clinet appears to be configured alike. The only way I was able to resolve this was to delete their accounts (email and Windows) recreate everything and migrate their mail back. Does anyone know what is going on?
