Why does it take user intervention to do a send and receive? And why are users doing a send and receive in the first place? This doesn't map to anything in my experience with Outlook, so forgive me for trying to understand what it is you are trying to achieve. Could you provide more detail as to the design goal as opposed to the implementation path you are currently persuing?
