NetIQ used to do an end-to-end email "ping"-type test so I'd be surprised if MOM did not.
I have also used Baranof software for this in the past which did a perfectly adequate job and had a Web reporting function for managerial types to look at. However any decent monitoring/management package ought to do something beyond simply monitoring MTA/SMTP queues especially if you have SLAs that require a certain minimum delivery time to be met.
