Good point.  ResolveP2 will attempt to resolve header info like From:
and To: and convert them to MAPI properties.

When you open the message in outlook, what is in the "To:" box?  Is it a
SMTP address, or a display name?

The rule can check the TO: address.

That would work fine, too. Problem is the rules just don't work. It's as
if Outlook can't differentiate multiple email addresses on the same
mailbox.
