We use Arcserve and have successfully restore Exchange files/stores after a
server crash.

The Exchange Agent for Arcserve is marketed as a seperate product so you do
need to install this seperately from the main product. Have you actually got
the Agent installed and running?

If not, then yes save yourself some money and use NTBackup (We went the
Arcserve route because it was what we were familiar with and the original
versions of NTBackup supplied with win2000 was not Exchange aware).
