You have to go into the properties of the public store (under Servers, servername) an add instances of the folders you need to recover, assuming that they're in the database you restored.

I got my diaster recovery surver up and was able to restore the info store, of the home server of the folder, and was able to do a consistancy adjuster. this created all the user mailboxes and the structure of the public folders.
