Recreated a new user account because? Let's step back for a moment and use our troubleshooting skills.[1]
What do we know: The user is retrieving mail via POP3 User sends messages.[3] Some Messages appear to remain in the outbox after they have been successfully sent.[4][5] Now, answer the unanswered question and see if any of that points to a problem with the user account.
