Here is another puzzle. On Exchange 2000 SP3, in the customer environment, I see some messages that arrive to a particular user's address and get frozen in the Local Delivery queue on the back-end Exchange server. This is weird because when I send test messages to that user, they get delivered without problems, so do most other messages. Also even those that get stuck, they make it all the way in through the front-end servers.
