Exchange doesn't really have a built in way to do that (I haven't tried in
E2K, but in 5.5 limits were just warnings and users could keep putting in
mail to their heart's content). I'd think it may be worthwhile to step back
and look at how and why PFs are used in your organization.

Without knowing exactly how they are used in your org, let me present a
typical scenario...

There are some public folders which contain information for all employees
(HR manual, holidays doc, etc) and then for other groups within the company
(Auto Insurance, Home Owners Insurance, Accounting) there are PFs created
for workflow or departmental sharing. For these groups, establishing a total
quota for all PF usage seems to make sense and then those groups can manage
their quotas within those limits. It helps if the PF hierarchy maps to this
in same way.... 

How I'd manage it... If they need additional space, bill them for the
additional space. Let them create whatever they want/need for PFs and usage
within their hierachy and provide them with a detailed report on a monthly
basis with their usage and a charge to their department for any overage.

If that doesn't work, you could likely write a server side script or event
to enforce storage limits, but it might be a bit tricky. www.cdolive.com
