Was SA still running or had it quit?

I have seen some weird situation when SA has quit and Outlook clients can't log in but 
OWA is still working.
Or another time SA and all other services were running but no one could log in, 
restarting SA and dependent services fixed it.

Whatever it was, restarting the SA fixed it.
