In ESM, make the permission changes on the properties page of the top folder in the hierarchy you would like modify and close the properties page. Right-click on the public folder and choose "Propagate Settings" under All Tasks, choose which setting you would like to force down the hierarchy (in this case Folder Rights) and click Ok.

I thought there was a way to do this and propagate the permissions versus going through each Public Folder and manually changing the permissioning.
