Okay, so answer my questions.  Is the e-mail domain you're sending to in
the default recipient policy?  What do you get when you try to send?

Ed,
Actually, my default recipient policy is by default, meaning receiving
any 
emails from external domain.
I am managed to send emails to recipient on the server and send out to 
external users but Not receiving emails from outside world.. Thanks
