Not necessarily the number of rules, but the total amount of space that they take up on the server (for server-side rules). The max amount is 32k of storage space. I don't know of a way to see how much space your current rules take, other than adding rules until you can't add no mo. As Candee [1] said, try consolidating them to conserve space.
