You are aware, aren't you, that if you try to replicate objects from AD to any other container than the Recipients container that you'll have reply problems? Unfortunately, it isn't a good idea to try to be too clever when using ADC.
Clearly the CA is not working as expected. You should review the settings. Also, be aware that if the corresponding user object already exists in any OU, the CA will find it and match it.
