I want all messages sent to the public folder forwarded to a users mailbox.

I used to have this set up when we had exchange 5.5 but since we upgraded to exchange 2000 the rules no longer work for public folders. This is what i do to set it up: I go to the public folder that i want to forward the messages and go to properties. Then click the tab administration, then there is a tab called folder assistant. In this section you can set up a rule to forward the message based on content to a users mailbox. I set this up but it doesnt work, does anyone know why.
