You don't have to do this (re-enable the account) Tuan, how long did you wait after applying the permissions change before you tried to access the mailbox? Permissions changes can still take up to 2 hours to propagate. There is a Technet article detailing how to modify that, but I don't have it handy (and don't want to look it up at the moment). If you do a search for permissions 2 hours, it ought to pull it up.
As another alternative, if ALL you want to do is simply export the contents of the mailbox to a .pst, then you might just want to run Exmerge. It will likely run faster and you don't have to use the Outlook Interface to export to a file.
