I had this same problem, and it turned out to be permission on the user object. Click on view - advanced - click on the security tab on the user, click on advanced, make sure there are 4 entries for Exchange Server, or compare the permissions from a working account to set them up correctly. If I remember right there are r/w public; r/w personal; list permissions; and one other one I can't recall.
