There are a couple of free Bayesian spam filters that work with Outlook in an Exchange environment, Spammunition and SpamBayes. They're both beta at this point so they're kind of flakey, but Spammunition, the one I'm using right now, is quite effective. If you have individuals who are really getting hammered and need immediate relief, one or the other may help.
