As I said, if you want to limit bandwidth, you need to look at some sort of QoS (Quality of Service) hardware device (Sitara, PacketShaper are 2 that come to mind) that allows you to actually specify limits in terms of bandwidth. What ISA will give you is just prioritizing traffic. That may give you what you are looking for. Set SMTP traffic to a low priority (lower number is lower priority) and everything else gets higher priority. I don't know if that will accomplish what you are wanting to do though.
