Not true - they are being marked as read when the POP client pulls them. Once the mailbox is hit with a POP client, Outlook displays everything as read that it downloaded.
Found out what is happening. Field users are using some free version of Eudora for Palm on their cell phones. This version of Eudora isn't quite to RFC spec and was not marking msgs as read when they were downloaded. All other clients were behaving as they should. This particular client did NOT mark them as read when retrieving mail from a 5.5 server. Once the user was migrated to a 2K server the client started marking them as read.
